It is absolute disgrace that a sign can be mounted outside a house for rent, or 
sale whereby the owner who is renting or selling blatently specifies that his 
or her house is for FOREIGNERS only.
   
  If this sign was put up in England, this would be tantamount to breaking 
several laws, not least that the owner is a blatent racist, albeit that he is 
racist against his (or her) own race!
   
  Perhaps someone can supply the address of this house & the owner reported to 
the authorities or a procedure drawn up whereby someone can investigate via the 
Indian Government if any rules, law or even a Goan by-law pertaining to rental 
or sale of property has been broken.
   
  I doubt it but one never knows what has been passed via parliament or 
judiciary many years ago that may be useful today, some laws need to be revised 
often, others just lay there for generations because there has never  been a 
case to bring to court etc.
