I've been seriously thinking about this problem and think I have a solution. In the US, the law insists that dog-walkers carry a plastic bag to pick up doggie-do-do, as it can't be left on the sidewalks or in any public area. Now, a similar law has to be instituted in Goa. Anyone defecating in public will have to carry their own turds back home in a plastic bag, whereupon he can place it wherever he wishes.
