Traffic Management is such an advanced and is quite a
complex subject that even our highly paid and
decorated RTO officials etc do not know anything
about, as compared to what is prevailing in the
developed world.

Hi Nasci,

A traffic interceptor is a special police vehicle which the traffic police 
use to keep a check on high speeds, lane cutting ,and other traffic 
offences.It was pioneered by IRTE(institute of road traffic education) in 
1995.It includes :
 Video Camera
 Video Recorder
 Video Monitors
 Vehicle Speed Monitoring and Documentation system
 Breath Alcohol Analyzer
 Pollution Analyzer
 Communications and Telematics.

Many Indian states besides Goa use these interceptors to intercept traffic 
violations.

Nasci, I live in Goa and I have to survive driving on the streets 
here.People know how to drive their vehicles but the majority do not know 
rules of the road and road etiquette.It pains me to see the number of  road 
accidents increasing ,and it especially saddens me to see youngsters dying 
because of rash driving ,or because they haven't worn a helmet.
I think it is an excellent way to address this problem by introducing road 
safety in schools.These children are going to be tomorrow's drivers -- at 
least if we start making them aware about rules of the road from a young age 
, we have some hope .
I am not talking high level, advanced road safety and traffic management ,Im 
talking basics --- don't overtake from the left,dip headlights ,observe 
traffic  signage's etc.
I agree that there is a lot that needs changing ,but some one has to start 
somewhere .I like to think positive and I am a volunteer for GOACAN and GOA 
SUDHAROP ,because I have hope for a better Goa .

And if just one student turns out to be a "Kiran Bedi " from Goa --  
wonderful !Now that Ms Bedi has opted for voluntary retirement,someone needs 
to take her place.

As for the rest of the students ,at least ,they would have gained some 
knowledge and awareness about rules of the road.
