 In goa ration cards can be issue only  for those people who are staying in 
Goa. And what about those who are working aboard to feed  their families. 
Without ration card we don't have our identity. I am not talking about the 
ration which is given to the public, but the ration card which we are asked 
to complete many governement formalities.
