Thank you for accepting GBA's role in getting RP-2011 revoked. The RP 2011 is now RIP, or at least brain dead ..... though one can see some sinews twitching behind GMC Hospital at Bambolim! Its a bloody beach! RP is now put for consultation with the people of Goa before re-formalation as RP 2021. There are people who grudge GBA the leadership role in getting the things done WITH THE PEOPLE OF GOA as its strength. The GBA is NOT an NGO wanting to be famous or drawing foreign funding. GBA is part and parcel of the people of Goa. At best GBA can be considered to be a CSO [Civil Society Organisation] The GBA is NOT asking the people of Goa to accept the ODP 2011. Rather, it is awakening the people of Mhapsa and Panaji to OBJECT to 1. the content of the ODP, 2. the intent of the ODP without consultation with the MMC/CCP as provided under Section 29 of the TCP Act, 1974 and 3. the legal validity of the NGPDA to make the ODP after the 74th amendment to the Constitution of India. I wish you had come for one of our presentations by GBA at Panaji or Mhapsa [spelt as in current Revenue, Municipal and postal records]. Most of Mhapsa Municipal Coucil members did. When someone is being raped repeatedly, is is better to object and complain to the authorities in writing ..... or just to say orally that it is unconstitutional or illegal and do nothing about it? You choose your way. We have chosen ours. Time will tell who made the difference! The GBA is a part of the change we want to see. The GBA is not all advocacy; it is also working on development causes and on empowerment of the people to plan for themselves. The GBA leadership consisits professionals [doctor, architects, engineers, economists , gardeners, etc] most of whom do not have activism as their profession. The GBA leaders are also pledged not to convert the goodwill of the people into votes for themselves or their proteges. It is for these four reasons that GBA has a following that many long serving organisations do not have. The Centre for Panchayati Raj is already on record before the Task Force on RP 2021 to state that the TCP Act. 1974 is ultra vires of the Constitution of India after the 73rd and 74th Amendments. Perhaps , the DPC need to be empowered to do the District Plans BEFORE we make the State Plan instead of a Regional Plan ...by any number! The GBA has its representative in the Task Force to see that the presentations of NGOs and CSOs go into the record of the Task Force and on to the recommendations to the TCP Board to repeal and replace the obsolete TCP Act, 1974 ...and everything that goes with it. Different people may have different views on what the GBA is doing iin the Task Force. We know what we are doing! It takes a lot of our time. A lot of debate and heated discussions have taken place before the decision was arrived at. We stand by it. Let RP-2021 which is being formulated be notified as and when it is ready. Then only the ODPs which will be based on RP-2021 be instituted to reflect RP-2021 in toto complete with the reasoning based through actual existing data on various parameters like population increase, etc. The Goa Su-Raj Party objects to the ODPs being formulated at all.
