We would like to make our stand clear on the ODPs (Outline Development Plans for Goan Cities)
1. That the ODPs- 2007 (all) have no legitimacy in view of the RP-2011 having been revoked. 2. If the RP-2011 has been effectively revoked, then what is the ODP planning based on? RP-2001?? 3. Are the new changes incorporated in the RP-2001? 4. The ODP plans do not indicate what is existing and what has been intended (fresh planning). This should have been indicated on the new ODPs through different colorings. The new ODPs are a mass of confusion and vested interests promotion. 5. GBA has been instrumental in getting the R-2011 revoked. Then how come GBA is accepting ODPs, enough to enlighten people to suggest and object? GBA should have and must object to the ODPs wholesale. No hell is going to break loose if ODPs are reined in. These are nothing but RP-2011 wanting to be perpetuated clandestinely. 6. Let RP-2021 which is being formulated be notified as and when it is ready. Then only the ODPs which will be based on RP-2021 be instituted to reflect RP-2021 in toto complete with the reasoning based through actual existing data on various parameters like population increase, etc. The Goa Su-Raj Party objects to the ODPs being formulated atall. Therefore these have to be scrapped in toto until RP-2021 is notified. floriano lobo Gen.
