GOAN WONDERLAND!
Alice's adventures in Wonderland are nothing compared with those of
our politicians in the wonderland of Goan politics! Like a B-grade Bollywood
movie, whilst the script and locale may change, the actors and the theme
remain
the same viz. work overtime in devising grandiose schemes and ingenius scams
to exploit scarce public resources for private gain. In the meantime, no one
has the time or interest to deal with the deteriorating public services, be
it
electricity, water, roads or garbage disposal - not to speak of law & order.
Another unique feature of the system is the sequence followed in dealing
with the various schemes. It is a cardinal principle in all such schemes
that
one first studies the environment, collects the data, does the research and
then formulates the policy before going on to implement it. It is only in
our
Goan wonderland that the schemes (or scams!) are first implemented in
indecent
haste (without any prior study) and only after there is a public outcry are
various committees set up to study the subject and report! Talk about
locking
the stable after the horse has bolted!
