Dear Rajan Parrikar,
I believe what Manohar Parrikar actually meant by FREEZING Goa's
population was NOT a quick CHILL but prevention of in-migration.
Although I do not subscribe to the insider-outsider debate as , other
than the aborigines of Gondwanaland, we are all in-migrants at
different points of history. What we really need to do is the control
MASS INFLUX of people that contorts our fragile demography. I would go
along on this issue with YOU.
Manohar bab has no moral right to talk on this issue because:
# He brought in a great influx of people to construct for IFFI 2004
and the guys and gals are still around.
# He agreed, nay asked, for Goa to be made the PERMANENT VENUE for the IFFI.
# The construction boom happened again during his term. Thank God the
HARA project, cleared by Prakash Phadte [ not Babush Monserrate] got
killed. We were not so lucky elsewhere. The Babush boom was the
creation of the guy who suddenly forgot about the Miramar Sex Scandal.
check if he remembers it again now, after the GDA bombed like a burst
condom ...and he was left holding the baby ;-)
To his credit, he cleared Baina and promoted the Cipla Co. in
Keri-Ponda ...so we could get locally manufactured I-pill ;-) But Keri
Nagri Samitee of ex-BJP acolytes have killed it ..something like a
bastard's revenge by puncturing the contraceptive dream before it came
true.
We have to ENFORCE the rules restricting sale of tenanted agricultural
land [they are there, but not enforced], ban land conversions for
group housing and large projects without PUBLIC HEARING, phase out
mining instead of promoting it in new areas and intorduced a Bill to
enact a law on par with Maharashtra or Karnataka that PROHIBITS sale
of agri land to a non-agriculturist. [People tout the idea of land
sale rules TO LOCALS ONLY like Lakshadweep and Kashmir knowing full
well that they are too far fetched for Goa.] If Manohar Parrikar is
serious, let him move the bills in the next session of the Legislative
Asembly as Private Member's Bills. There are two Fridays in the coming
session from 10 January, 2008.
Rhetoric is easy: let us get to the brass tacks!

Subject: [Goanet] "Freeze Goa's Population"
That was the refrain at GMAS's anti-SEZ public meeting
yesterday. Several speakers including Manohar Parrikar
advanced the sentiment that Goa's population should be
stabilized at the current levels. This is a very welcome
policy proposal and must be vigorously pursued (and
made an electoral issue).
However, freezing the population is not possible unless you
bring down the temperature simultaneously on construction.
You can't freeze the population until you also deter ghatis
from swamping the Goanscape. These strands cannot be
isolated in any comprehensive and effective solution to
Goa's current problems. This is perhaps the final chance
for Goans to get act together and their house in order.
And one more thing - some peabrain has enthusiastically
endorsed Mopa as an airport in today's NT. Mopa will be
an unmitigated disaster for the area. Our remote villages -
Alorna, Imbrampur, Torxem, Virnoda, Dhargal, even
Korgaon - in the general area of Mopa will be destroyed.
Several of these areas are still quite rural. DLF and Co will
barge in to 'develop' the place with apartments and malls,
and ghatis will follow suit with their own slums. We don't
need a new airport. What we need is a policy to decrease
visitors to Goa. Knee-jerk ad hoc band-aid fixes will fail.
Comprehensive long term planning - completely alien to
the Goan/Indian mind - is required. That means, putting
together a team of best heads available, setting aside egos,
and getting to work (again, attributes alien to the Goan/Indian
mind).
