I am all for that.  If TOURISTS & (all) residents/citizens of Goa, be they 
foreigners (whites, browns, blacks, yellow) even the 'coconuts' (brown on the 
outside but white on the inside), all get the same treatment meted out to them 
when behaving badly in the streets & public buildings / transport etc.
   
  I do not have any issue with dealing with people who are poluting the rivers, 
streets & their own back yards, I do not have any issues dealing with 
politicians who are so corrupt that it is disrupting daily life for all, I do 
not have issues with dealing with the unruly & the drunkard, the sexual pervert 
or violent husband (or wife if she exists...), I have issues dealing with 
people who use the public areas NOT designated as a toilet (beaches, river 
banks, pavements, sides of roads, in the bushes, other peoples back yard, or 
front yard, at the  bus stop or ANYWHERE at all), I have no issues dealing with 
with these people, be they from any religion, caste, race or whatever.
   
  But who will bring forth this local by-law.............. my main concern is 
who will enforce this penalty, how much is the penalty to be for a dump on the 
river-bank, how much is the penalty for robbing the local shopkeeper, how much 
for desecrating a temple or church, a mosque or Synagog?  
   
  Maybe JAIL for a few days, which they will have to pay for, the majority of 
offences above are already for police prosecution anyway, BUT a FINANCIAL 
penalty or fine is the way forward if imposed for anyone commiting unsocial 
acts in public.
   
  We may not be able to impose decency on people but as Rajan states (below), a 
hit in the wallet area will make people stand up & be aware of the consequences 
of their actions.

If implemented and enforced earnestly, civic decency will
