Is the public notices issued by the government is/are really in the interest
of the public? If the public notices issued are in the interest of the public
then why the govt. or its officials are not acting on them? are public notices
are a eye wash to show to court which issues direction? What is the use of
these public notices if they are not implemented by the concerned officials?
The government should keep them in their show case.
The Directorate of Transport on 15.12.2007 under No.D.Tpt/EST1685/P.F.II/2007
issued a public notices publicity of which was given in most of the Goan
local dailies.
The Notices appeared in Herald dated 15/12/2007 reads as under:
On account of the transportation of mineral ore to and within the state by
the mining companies/ their transporters by road in an improper manner without
adhering to the required safeguards, it has been observed that a lot of
spillage of ore takes place on the road causing serious dust/environmental
pollution in various parts of the state, especially the mining belt. Taking a
serious note of the same and in order to reduce this nuisance of dust pollution
and in furtherance of the court directives the government of Goa has decided
to bring it to the notice of all the mining companies/transporters and their
fleet operators situated within and outside the state of Goa that with effect
from 1/1/2008 no tipper/truck carrying mineral ore will be allowed to enter the
state/ply within the state of Goa unless, the below mentioned safeguards are
strictly adhered to by them in public interest.
1. The mining companies should have their own weighbridges
at the points of loading itself.
2. The mining companies should accordingly issue a weigh
slip to each tipper/truck indicating therein the actual weight/tonnage of the
ore being carried.
3. No Tipper/Truck should carry ore in excess of its
permissible laden weight capacity and should be filled up with ore only up to
the body level and not heaped up.
4. The Tipper/truck filled with ore should be covered
completely with tarpaulin of the following specification so that spillage of
ore is prevented.
Canvas tarpaulin
200 to 300 GMS
Size :preferably 20 ft. X 15 ft.
Failure to comply with the above stipulations will result in your
tipper/truck being denied entry in the state or will not be allowed to ply
within the state of Goa as the case may be
The above notice seems to be in the interest of the public which
has come in force on 1/8/2008. Is this notification is adhered too by the
transporters/the truck operators and is being implemented by the concerned
authorities? The answer is no. The trucks are usually over loaded beyond its
capacity. There is no effect of whatsoever nature on the transport operators.
The government nor the government authority has no any zeal to implement the
notification. For example those mining trucks which operates through Quepem
town not a singled truck abide the above notification. Though the truck passes
on the side of the RTO office the RTO officials dont have any guts to take any
action against them. A dog with a bone cannot bark that may be the case of the
RTO department Quepem.
Is the government has any instruments or machines to check the overloading.
Answer is No. Though the Quepem Bridge has a loading capacity of 15 to 20 tons
the mining truck carry more than 20 to 25 tons over the bridge. The mining
truck driver carry two slip of loading one is actual which may be of more than
20 tons and the other which may be less than 15 tons. This is going on in
collaboration of the Transport depatment.
Previously the mining trucks were filling the ore in the truck in a shape
of heap, now they are filling the truck with like mountain. That is the only
difference before and after the notification. If such acts on the part of
transport operators continued and the officials of the concerned department
remain as mute in spectators will the public notice issued by the Transport
department on 15/12/2007 will really serve the public purpose is a million
dolor question.
