Hmmm. A regional airline has to decide which particular regional hub they want to connect Tier II cities (anywhere) to. Will MDLR connect Goa to Bombay -- or to Delhi or four other metros? If Delhi or Kolkata, it cant be considered short haul as far as Goa is concerned!
