It would be unfair to blame the victim of the crime for being the villian.
However, without doubt, there is a huge 'clash of civilisations' happening
along the Goa coast. In terms of what is acceptable behaviour on both sides
(tourist and local) of the cultural gap.

More insidious is Ravi Naik's claim that the electronic media had
sensationalised the incident and the suggestion that the victims may have
been sex tourists:
