To Goanet - The utter collapse of governance in the state of Goa is seen in the resulting lawlessness all around. It is now a free-for-all. Yesterday I noticed a bhelpuri stall on the pavement right in front of Reliance World in Campal. Today I asked the encroacher if he had any license to operate here to which he replied in the negative. I told him that he should vamoose and that if I saw him tomorrow he would be reported (in my mind I asked myself, "but to whom would I report him?").
