I think it is a standard procedure of 'decoys' for safety reasons.
In the past too, I have noticed that they used multiple helicopters
before any dignitary landed at the Campal grounds. It was never clear
as to which helicopter was being used by the dignitary. I also had 
noticed that some helicopters used to simply go through the exercise
of landing and taking off immediately. This procedure was mostly started
after Indira Gandhi's assassination in 1984.
At one point, we lived directly in sight of the Campal grounds podiums,
and Goa Police used to come over and take the names of people in
the house. They would take possession of the keys to our building
terrace and post personnel there with nothing but 'lathis' in their
hands!! Quite ironical, if they were really trying to prevent a gunman
taking a potshot at the dignitaries from our terraces!Naguesh Bhatcar
