Goa Dordarshan had an interview with Mr. CM of Goa which was telecast on
28th January 29, 2008 between 7.15 pm - 7.30 pm. The interview was in
Marathi. Mr. CM spoke well in Marathi except that he was often using Konkani
words/phrases which are not at all a problem.

He was asked a question as to who is responsible for second humiliation to
his government. In reply CM said - this time it was not opposition party
that played front stage drama but careful orchestra was played behind the
screen. (This answer was Atypical - hit a dog anywhere he will always limp
on his leg). The biggest question that remains unanswered Mr. CM is, who
played the drama on the stage, who where the active actors on the stage and
why did they act so, what were their demands? Where they hired to play the
drama by any Parivar and if so, which Parivar member drafted the script for
the drama? For better clarity, Mr. CM should have answered all these
associated questions for no Goan till date knows factuality involved. In
absence of this clarity from Mr. CM, Goans and media are involved in gossips
and speculations after speculations. May be Mr. CM is prevented from giving
exact clarifications! However the cat came out when he was answering
subsequent question!!

Next question that followed, now that the dust appears to be settled, what
was the formula used to solve that second fiasco. Mr. CM replied, while his
body language was answering something else, - it's for the first time that
extraordinary coordination committee has been set up which comprises of
central leaders of Congress & NCP, Mr. CM of Goa and Independent
candidate(s) backing the present government. This committee will decide
which portfolios are to be given to which party and to whom. The committee
will also decide on how to go about with the functioning of the government
so that no debacles occur in near future. I will only have to follow the
decisions taken by the said committee and all will have to abide by it.

If one analysis all the replies given by Mr. CM Goa to the questions asked
during interview and his body language while he was replying, one can easily
come to conclusion that CM of Goa is the first CM with powers taken away -
when distribution of portfolios is always the prerogative of CMs! Above all,
for the first time, CM of Goa will have to consult not only to Congress High
Command but will also have to consult Coordination Committee!! These two
imposed hurdles do not in any way dilute the final consultation requirement,
for final say, with Supreme High Command of Congress party in Sonia. What a
fantastic formula of restricting the free movements of CM of the State!
Above all, CM Goa will also have to get clearance from bunch of non-chosen
cabinet ministers for any decision!

All these imposed requirements on CM Goa gives a signal to Aam Admi that
today Goa has a Government that is being governed by someone else other than
CM! CM Goa created history not only in Goa but in entire India....by
willingly surrendering all legitimate powers and the rights of CM.

Fore sure with such a new formula no MLA would ever dare or will be willing
to become rubber stamp CM...good stability indeed..and good for ruling MLAs
to do what they want without any hurdles. Three cheers to CM Goa.

Best Regards,

Dr. U. G. Barad
