Dear Philip, As in the case of Manohar-bab, Rane, Karnataka's H.D. duo [Devegowda and Kumaraswamy] and a host of other guys and their cronies/well-wishers or whatever, this is a case of what Statisticians call "Purposive sampling". The answer is a "KNOWN". The survey, and analysis, is done only to justify the Known.
Installing a "known" devil in a known position is what is called the AGENDA, hidden or otherwise. The principle is simple: "Better the devil one knows than the unknown." The unkown may also be a devil, perhaps of greater intelligence [and, consequently, the ability to cause greater damage] while feeding the populace with placebos that seem to cure all ills of the earlier devils. The understanding of the causes and effects is not something the Dotor is prepared to do. He does his diagnosis, and prognosis, based on the symptoms and prescribes the medicine. How one wishes Malarial fever could be cured by a few tablets of Crocin or some other Paracetamol ;-) Quinine is the bitter pill one has to swallow. Even gin and quinine containing "tonic water" will not help .... as some supporters of Manohar's former No.2 -turned- Goa's No.1 are bound to find out in Village Goa [or Aldeia de Goa as it is known in Portuguese]. There is no substitute for the bitter truth. We have to learn to play chess like Ivana Furtado. One cannot change the pieces on the Chess board or convert all the pawns into Queens. Strategy, concerntration, practice and hard work are the only way to win a chess game. Ditto for politics and development. If one does not have the time, intelligence or the perserverence one should play Chinese chequers or Ludo, not chess! Mog asundi. You said :It may be better to invest in the long term agenda upfront.> [Anand Virgincar] "agenda". I thought of it in the sense of a list of points for discussion. Now I sense that you think of agenda in terms of a "to do list" for the future. You have already decided on some long term plan to fix Goa and the first item is "overthrow the present government". To me this seems like "Ready, fire, aim". All I was suggesting, theoretically, was that we understand the Goa problem correctly and then devise a solution. -- -.-.-.-.-.-.-.-.-.-.-.-.-.-.-.-.-.-.-.-.-.-.-.-.-.-.-.
