Folks,
I find it real strange that any Union ministry's priority would be to protect 
foreigners in India. 

If you go to any tourist gathering place in Goa today, you will see young boys, 
ten to sixteen year old prostituting themselves or being abused by foreigners. 
If anything, the Union Govts priority should be protecting the Indian citizen 
from the foreigners.
