<Yesterday, when I saw the headlines, my first reaction was: These 'Bs'should never be allowed to snatch away Dabolim's Civilian facility and theNavy should not get Dabolim all for itself. [In fact the sooner t he Navygets kicked out and into Sea-Bird Karwar, the better].>[fc]
Your hopes may be realised after all. Maybe not overnight and maybe not even in the exact way you envisage. But something is afoot (no pun intended), for sure. If (and that's still a big if) Mopa does materialise without the closure of Dabolim civil enclave then that would represent a paradigm shift in recent Indian civil aviation history. As you know the precedent was set in Kochi that when a greenfield airport came up the civil enclave (that one was at a naval air station just like Dabolim) would close. The rule was set for Dabolim (back in 2000) but actually followed at Bangalore and Hyderabad. People here are now waking up to the real prospect of convenient airports closing in a couple of months time. Besides Dabolim, Pune and Agra are also set to suffer the same fate. At least until this commendable stand of the Goa government. Let's see if it can be made to stick. It wont be easy.
