Dear Clinton, I suggest that the solution to the alleged difference in opinion can be found in the following: 1: Does the Govt have a contractual agreement with the tax paying public of Goa? 2: Do the terms of that contract include that the Govt will provide the services for the taxes collected for that purpose? 3: Does the Govt of Goa owe any contractual obligations to the ragpickers? 4: If there are vacancies in the Garbage collection (fancy name having been noted) dept, should the Goa govt hire the people they need (from wherever) or should they allow the people from wherever to defaecate and micturate in public in 'consideration' for the picking of the rags? jc
