It is reported that the CEC has convened a high level Meeting of all State Poll
chiefs in Goa on 7 Feb 08,for ensuring free and fair elections.To quote Mr.
Gopalaswami, the focus should be on correct electoral rolls where "Eligible
persons should not be deleted from the list, whilst illegal ones should be
removed". Having had my name deleted twice(in 1994 and again in 2007), either
the procedures laid down are not being complied with or the rolls are tampered
with, or just sheer negligence going unchecked with absolute impunity!
IN PUBLIC INTEREST, My detailed letter AS TO THE SPECIFIC LACUNAE, QUOTING
CHAPTER AND VERSE OF CEC GUIDELINES, has been personally handed over to your
office at Altinho,Panaji. Regrettably,I have not to date received a reply.
. Having pursued the matter in depth, I have the following suggestions which
public should be aware of and the CEO administration must ensure 1)
Enumerators/personnel should be chosen well in time, trained as per the
instruction manual/rules which are quite elaborate. Record to be properly
maintained of attendance and training details.2) Citizens must be informed of
period when enumerators likely to call/checking is done 3)If person not at
home/door locked,procedure of coming 3 different times and leaving form 4 in
the door/gate/postbox , checking with neighbours is not being done 4)Cross
checking where feasible viz Cooperative Colonies office,Talatis in villages etc
is also not done. 5)Checking of Rolls must be promulgated as laid down in CEC
Guidelines, namely to be made available to public at Housing Societies,
Election Booths,Post Offices, Central Locations etc.
If clean Rolls are the aim,not only candidates/ parties, but public must be
taken into confidence and made part of the process.A complaints centre/offices,
phone numbers and E mail addresses should be easily assessable and widely
advertised for quick feedback and follow-up where required.
