It is ordained in the scriptures that under  no circumstances can a Muslim
woman be permitted to marry, other than a Muslim man, but Ms. Dilnashin Amir 
Ahmed Shaikh alias Manyata the latest flame of film star Sanjay Dutt
(incidentally his third "to be" spouse after Richa Sharma and Rhea Pillai (now 
married to Leander Paes a native of  Assolna Goa/Kolkatta?) would not have any 
of it.  

Sajay Dutt (b 29 Jul. 1959) now on bail granted by the SC on 20th  August, 2007 
after his conviction in 1993 serial blasts case --and imprisonment in Yerwada 
jail, Pune Maharashtra, and Manyata landed discreetly in Goa and stayed at the 
Taj Exotica Benaulim Salcete Goa, from 28th January, 2008 to 9th February, 2008 
as per discreet enquiries made by this writer.

The reason, as is now obvious, was  to have their marriage registered. 
Apparently being upbeat about the Common Civil Code, prevalent only in this 
tiny State in the country, which does not bother about religious nuances of the 
marital partners and obviously the gullibility of the bureaucrats behind the 
desks in Goa ,  the duo filed declaration of marriage on 7th February, 2008  
after Manyata  successfully applied on 6th February, 2007 and obtained a 
residential  certificate dated 7/2/2008 issued post haste i.e withing 24 hrs by 
the "talathi" of Margao Mr. Prashant Cuncolkar.

But it is now learnt that  the Cuncolim Municipal Council as confirmed by an 
official to this writer that an  application requesting for a residential 
certificate by Manyata indeed had been filed on 6th February, 2008 sans the 
requisite documents.  The same official confirmed to this writer that the 
address indicated Juzegal (also commonly known as Zegadi) Near St Francis 
Xavier Chapel opposite  the Caeiro petrol pump, Cuncolim Salcete Goa. However 
in the absence of the ration card, Electoral Photo Identity card (EPIC) etc the 
same was rejected.  The Chief officer CMC  could not be contacted as he is 
undergoing a training programme elsewhere.

Though the rules to  obtain a residential certificate require  an application 
addressed to the Mamlatdar in the requisite format, and xerox copies of a birth 
certificate, ration card  school leaving certificate or any other document in 
proof of residence; it is now learnt  an affidavit filed by one Mr Kadam Desai 
a resident of House No: 1743, Opp Costa Grounds Near the Hospital of Dr K A 
Prabhudesai opthalmagist, Aquem Alto certifying that Manyata was resident for 
over six months at the above residence (i.e from August, 2007) was annexed.  It 
is then that the Mamlatdar, (Salcete ) who ought to refer  the same to the 
concerned Talathi  and ask for his report.  It is unclear whether the procedure 
was adhered to, but considering that the Talathi has been issued a show cause 
notice and upon his refusal to accept the legal notice suspended for 
dereliction of duty, as confirmed by the Mamlatdar Salcete Mr Phaldesai and the 
Collector South Goa District Mr
 Gokuldas P Naik it is prima facie evident, unless proved to the contrary by 
the Talathi, Mr Prashant Cuncolkar  that he acted in an unlawful manner in 
issuing the residence certificate dated 7th February, 2008.  

When this writer had a teletalk with Mr Cuncolkar today evening to  ascertain 
the factual position he pleaded to be left alone and directed this writer to 
contact the Mamlatdar.  When pressed to give his version to either substantiate 
the charges or deny the same he once again pleaded that he was not in a proper 
frame of mind and directed this writer to approach the Mamlatdar, efforts to 
contact the Mamlatdar proved unsuccessful despite several calls to his office.

Normally the report is obtained by the Talathi by conducting a visit to the 
given address and probing into the factual position, before the Mamlatdar then 
assents the document.  This was not followed according to some staff this 
writer spoke to after working hours.

It is obvious that there could have been some greasing of palms as "niz 
goemcars" confirm that this "precious document" requires almost several visits 
before one can get the same., this despite CM's avowed stress to help the "aam 
aadmi" .  Indeed "aam aadmi" in its true sense (read migrant workers ) manage 
to get the residence certificate through "go betweens" touts around the office 
provide they ensure to inflate the vote bank; but this is  not for the goans of 
the red soil.

Armed with this residential certificate it is learnt from sources inside the 
o/o Shri Chandrakant Pissurlekar,  Civil Registrar-Cum-Sub -Registrar, Salcete, 
Margao D-Wing, Osia Commercial Complex, Margao, that many of the procedures 
were overlooked wilfully or in abetment with the partners marrying or some 
strong political influence?
Registration of marriages involve two stages -- In the first stage 
a) It is not clear on what document the proof of age of the bridegroom and 
bride were relied upon,  at the time of filling the declaration of marriage ;
b) a careful scrutiny by the Civil Registrar-cum-Sub-Registrar Salcete, would 
clearly point to the inaccuracies  in the certificate of birth and residence 
considering that atleast the bride groom was a celebrity and a resident of 
1002, Imperial Heights, Nargis Dutt Road, Bandra, Mumbai - 50 (Maharashtra) 
while the bride was also a   resident of Lokhandwala Complex Andheri, Mumbai 
and have been in the national news ever since the 49 year old film star was in 
Yerwada jail in Pune.

Before the second stage is gone through after the waiting period of 10 days 
inclusive of two sundays for publication of notice --- it is not clear whether 
the  waiver was done  the "delegado" (or an Assistant Public Prosecutor) given 
that a marriage registration document in the presence of the bridegroom and 
bride and two witnesses have already been obtained.

However there appears a slight glitch and the District Registrar (South) Office 
of Chief Registrar of Births has insisted that since the document in proof of 
divorce "talaq" under Mohammedan Law was not insisted upon from the bride and 
niether the waiting period after a previous Divorce if any the registration 
could easily been cancelled.

But Sanjay Dutt oblivious of the fact that his marriage registration was under 
a cloud went thro the "saat pheris" on 11th February, 2008 in Mumbai shocking 
his sisters Namratta and Priya a Lok Sabha MP from Mumbai North west 
Parliamentary constituency.  Even his teenaged daughter Trisahal  in New York 
appears not in the know of things until these investigations unfolded in Goa.

There is therefore trouble in paradise for Sanjay Dutt the son of late Nargis 
and Sunil Dutt.

Meanwhile questions are being asked on whether the Notary would be pulled up 
for violations under the Advocates Act 1961 for unethical practice.
