The CMC Chief Officer, Agnelo Fernandes told Herald that he had refused to issue the certificate since the application was not supported by any documents. If Agnelo is to be believed, the application was not supported by any documents such as a ration card and a house tax receipt. According to him, Dilnashin was shown a resident of Pairebandh-Cuncolim. "I had received the application on February 6.
