The recent imbroglio created by the issue of Residency certificate to Dhilnashin, alias ‘Manyata’; opens up the cupboard of skeletons in the Government machinery. It is stated that the residency certificate was refused primarily by the Cuncolim Municipality. But it was an open secret where else it could be obtained on greasing palms. The people involved did not realise the repercussion, as they did not know it involved people who are targets of paparazzi and newshounds. It should open up Government’s eyes that everybody, in Goa as well as outside Goa, know that in Goa anything can be obtained by greasing the palms, including those of the elected representatives. And both our leader of the Assembly have gone to the press sympathising that a trivial matter has been blown out of proportion. It only exposes them to the amount of respect they have for discipline. Can we expect these who call ‘issuing of false certificates a trivial matter’ to govern justly? Has Goa not borne the brunt for terrorist and fugitives obtaining Portuguese passports based on false certificates? The sad part is that “aam admi” is the perpetual sufferer, as he has always been harassed by the talatis when in need of certificates. And in this particular case jurisdiction, there had been plenty of complaints including written ones to the Collector of harassment, but no action was forthcoming, which has embolden them even more. Little wonder the Mamlatdar’s “show cause” notice was defied.
