John Fernandes Quepem
The villagers of Cacumordi under the banner of Cacumordi Bacheao Samiti has
given an ultimatum to the Collector of South Goa, Dy-Collector of Quepem and
the Xeldem Panchayat to stop the work of proposed Petrol Pump set up Indian Oil
Corporation at Cacormordi within a period of five days.
In the ultimatum cum memorandum submitted to the collector, the Dy-collector
and the panchyat on 22/2/2008 copy of which submitted to Chief Secretary,
S.P.South, Dy-SP, Quepem the villagers alleges that the work of the proposed
petrol pump at Cacumordi is going on illegally, unauthorisedly and bypassing
all panchayat and planning laws inforce in the state of Goa.
The Memorandum further states that in and around the proposed petrol pump
there are number of age old residential houses and if the proposed petrol
pump becomes a reality it will badly affect those residing therein. There is
also a high tension electric wire passing adjacent to the proposed petrol pump
from east to North direction, which can cause accident in the days to come if
the pump becomes a reality.
It further states that the area were the petrol pump is proposed fall
adjacent to the National high way which site infact has been notified by the
collector of South Goa many years back as accident prone zone. If the proposed
petrol pump come up than the accident in that area will increase.
Reacting new item reported in Herald dated 22/2/2008 given by the Sarpanch
of V.P. Xeldem Bernadita Fernandes claiming that the proposed petrol pump is
legal, the villagers in a press note issued today claims that the licence
issued by the panchayat is illegal and seems to be for personal monetary gains.
The villagers question the intelligence of the Sarpanch claiming that the
licence issued by the panchayat is legal when the documents of the panchayat
issued under RTI Act shows that the licence is illegal.
One Nelson Fernandes claims that how can the sarpanch /panchayat issue
licence to the petrol pump based on the NOC issued by the District collectorate
dated 2/2/2005 under No.35/2/2004/PET/MAG which is infact to a different survey
number .
The placing before documentary evidence before this correspondence said
nelson claims that the NOC of the Collector dated 2/2/2005 under No.
35/2/2004/PET/MAG and the order of the collector dated 13/8/2007 under
No.35/2/2004/PET/MAG is to set up petrol pump is survey No.71/120 of Xeldem ,
however the NOC/licence dated 23/1/2008 under No.VP/X/07-08/830 issued by the
panchayat to the petrol pump is in survey No.71/120-A of Xeldem village. The
villagers alleges from the record its smalles that the NOC has been issued by
the panchayat is for personal monetary gains.
One Richard Fernandes claims that in 2006 the town and country panning
department rejected the filed of the said petrol pump on the ground that
certain area of the proposed petrol pump goes for road widening and a high
tension electric wire passes by the side of the petrol pump. Now the said
department approved the file of the petrol pump at the same site although the
objection raised by the department remained as it is.
How can the panchayat give NOC to the petrol pump without the approval of
the gram sabha when the Gram Sabha 2005 by way of a resolution rejected
licence to the petrol pump. claims one Mafaldo Fernandes.
Meanwhile it is learnt that the Dy-Colloector of Quepem based on the
memorandum of the villagers has directed the proprietor of the pump to without
the work.
