Looking at JoeGoaUk's pics... I saw some familiar sights that I saw while I worked at CCP with the waste management department. Politics, and incorrect press reports give a skewed report of the real situation at CCP. The workers are not on a self-imposed strike... they have been forced to do so. All this talk by Yatin Parekh and the union leaders is all bull. This is not the first time it has happened. Sometime during early 2007, there was a similar strike...and it was decided by the corporators and mayor...who are well known supporters of Mr. Monster rat. This strike may provide excelent political advantage both to Monster rat as well as Parrikar. Monster rat proves that if he is upset...he can upset the capital of Goa too, as he control's the city's civic services. Mr. Parrikar also knows that when such an incident happens, people will rush to him to get it solved.. which is happening..

The problem is...that Panjim has no landfill site. It's presently using private land (obtained under circumstances that were not at all lawful), to basically dump (not landfill) all waste that's not compostable, and recyclable and of course mixed waste. The site was filled to its capacity in early 2007. Since then waste is no longer buried, but piled on top, and covered with a layer of soil. Overloading this area is dangerous, given that there are a lot of residents around, and some of them share the wall with this dumping site. In the monsoons of 2007, the wall, with the pressure of waste, began to crack at sections, and was quickly plastered to prevent it from breaching. Then, there's also the St. Inez nallah running alongside the site and is facing contamination... but some say it was already contaminated in the first place..

Now given this situation, it is very important for any sound person taking decisions at the municipality to realize that with no alternate land, and an already full dumping site, more focus should be on recycling and composting waste.(I believe that by my experiments and calculations in Panjim, it was possible to reduce 85% of the waste going to the dump.) When the door to door collection stops...all that separation at source stops and open dumping by citizens start. And then it's no longer practical to compost or recycle this mixed waste. What the CCP corporators are doing is just making it more difficult for everybody... but do they care? it's politics first, no?

The last time the workers were forced to strike, they grumbled that when the strike was withdrawn, they would have to deal with much more loads...and worse odour, disease, and mixed waste...all within the same timeframe of a single working day. 'Perhaps those guys making the decisions should be forced to help us' said one of the sanitation workers to me. The fragile waste management system struggles to meet capacity... with just 80 composting stations built out of 175 required stations, and 1 sorting station for recycling working at 100% capacity...there isn't room for more waste, and when such 'events' occur, overloading isn't an option as overloading stops the entire process. People also tend to loose faith in systems that break down regularly... and sometimes like now...its not technical faults...but political involvements and that makes me upset.

Fortunatly, some positives can be seen that the colonies and housing societies that agreed to have compost stations built within their premises free of cost by the municipality are having less problems as their odour causing organic waste can still be disposed at site at their own compost stations. I remember that when constructing these stations, we had a number of colonies and building societies opposing the same. We even had corporators interfering, and stopping these stations from being built as they didn't think that decentralized compost stations made sense. Some corporators had even demolished some for petty reasons.. (each station costs approx 30,000/- of taxpayer money each, incl the ones that were demolished). I suppose that they would now prefer to have a station constructed after all this mess?

The press needs to report intelligently...rather focus on recording press statements word for word. Get the real story.. I'll end this with the list of localities that are having less problems as they have compost stations. I made this list when I was around. There must be a few more by now.
