The 19 February incident is the result of politicians meddling/instructing the police. Police force in Goa is made impotent and sans back-bone. February 19 incident is nothing but rival gang wars in which the police has been caught with their pants down. This particular rival gang war has been used to the optimum to exact the IT Habitat related revenge by Dayanand Narvekar through using the police and manipulating the Home Minister Mr. Ravi Naik ( both ex MGP colleagues, now masquerading as Congressmen). How to bring about the independence of the police force is the big question. Tomazinho Cardoz: Remove the recruitment of police personnel, their promotions, their postings out of the purview of politicians, a very sound suggestion. Goa Su-Raj will create 'Civilian Services Boards' where the governments shall be advised on these matters or handle these matters leaving politicians to only act as legislators to make laws. Santoba Desai: No judicial inquiry but CBI inquiry into the February 19 incident. Yes, if the real truth must come out and culprits penalised (police as well as politicians). For the above to change, there has to be a strong political will to cleanse the entire system of governance. This political will is vested solely with the people in a democracy. Vote-bank politics must be destroyed. Electoral reforms must be brought in to do this. Election Commission cannot remain passive and play truant in this regard. For God's sake, "you are an autonomous body. Use this status to bull-doz with these vital reforms" is Goa Su-Raj Party's advice to the EC. To get there, 'NO SECOND TERM' as implemented by Goa Su-Raj Party in its manifesto, is the only potent answer. The other answers: A Cabinet of 4 to 5. ( Goa Su-Raj can have maximum of 5- Art. 34). MLAs must not be appointed as chairpersons of govt. corporations. This is the unique Article incorporated in the Constitution of Goa Su-Raj Party. This will bring in the required discipline as well as the turn around of the loss making government 'white elephant corporations' and bring relief to tax-payers. Goa Su-Raj party does not agree with the general refrain that good persons must come into politics. Politics will remain dirty as long as the written down corrective procedures/mainstays, and iron-will to implement these are absent in the ideologies of political parties irrespective of whether good persons are elected or not. The very absence of these measures brings in corrupt persons to the forefront. (Dayanand Narvekar, Atanasio Monserrate, to name a main ones) The Goa Su-Raj Party has given both these sensitive measures to the people of Goa in its Constitution. The people of Goa must decide if they want them or not. But, there is one thing though. If any other political party harnesses these or any other corrective measures based on self-sacrifice as has been done by the Goa Su-Raj Party, then we have no quarrel with them.
