Re: Goa Govt. Depts: If bribed, get your work done in less than 6 weeks or else more than 6 months .. update II
File for conversion senad was forwarded to Dy. Collector office in April/2007. Completed One year this month. Well, as per the request of then Mamlatdar (Feb.2008, now transfered), I went to see him on 12/2/08. He ordered carrying out fresh site inpection same time, which cost me another Rs.350 for Taxi hire (Earlier inpection was done in August 2007 the the young chap who did it never submitted report to Dy.collector office as no bribe paid to him and as he was on leave now and also the chap is not very serious about his job, Mamlatdar odered fresh inspection not to delay the case any further) Two days ago I went to chase my case with Dy.Coll. office. Finally the report has come. The clerk/officer in charge gave me an original letter from the file to get a photo copy of the same (The letter dted 18/2/08 addressed to Survey dept for their necessary action, it was also addressed to the applicant which he never got). He gave me the copy (my copy, which they mayhave never posted?) and told me to chase with Land survery Dept. loacted at RTO/T Corner beilding behind Court. I was there at 3.45pm, by the time they could locate my file it was 3.57pm and I was told to come back again to make payments about Rs.1000, when asked, if it can be paid now? the answer was 'No' as they stop accepting payments at 4pm (on my watch time was 3.57 IST). I also found out that once payment is done, I will have to book an appointment for yet another site insepection. When asked if I can come next day or the following day to make payemnt and carry out inspection same day/time, I was told come next week and they will sort something out then. It seems, it will take another month (or months ?) to dispose of my case. As after the inspection and once they supply 6 copies of plans to Dy.Coll. Office, they will then write to me (which they may never write) to pay the necessary conversion senad fees which is about Rs.100/sqmtr The whole case may entually be completed in about 18 months. This is what it takes if they are not bribed. Mind you, you still have to chased them though, thus wasting your time, energy and money. Total visits so far: Dy. Collector Office: 9+3+1 Town Planner: 4+1 Mamlatdar: 4+3 Forest Dept: 4+1 Total Cost so far: Transport provided for site inspection only: Rs.1400+350 Other personal visits transport only: Rs.1200+ 700 (public transport + motorcycle pilots) Time lost/wasted so far: 70hrs or 9 days + 35hrs = 105hrs (i.e.about 13 workdays lost) Readers, I only put this here for your information and to give you a feel how it is like to get a job done in a Govt.Dept..
