If a household has not produce a income certificate mentioning their income
is below Rs.60,000 before the Civil supply authorities does that household
ration card will be cancelled!
Believe it or not there is a general impression among all the villagers of
Quepem , that if the income certificate mentioning their income below
Rs.60,000/- is not produce before the Civil Supply authorities then their
ration card will get cancelled. So there is a mad rush before the mamlatdar of
Quepem to sworn affidavit and to get income certificate to produce same before
the Civil Supply authorities.
As presently there is only one mamlatdar as the other mamlatdar is proceeded
on a week leave and the affidavit being sworn per day exceed 200 numbers the
lone Quepem Mamlatdar had to face a tough time in swearing the affidavit.
informed sources from Quepem Mamlatdar office . As the swearing of affidavit
are so much that it does get over in the morning session, the mamlatdar has now
fixed the affidavit swearing in the evening also after cases are over . In
the morning session a big qui is seen every day to swear affidavits.
Mamlatdar sources informed herald that as most of the time of mamlatdar is
getting wasted in swearing affidavit the other work get delays.
It is learnt from the Quepem Civil Supply authorities that as the central
government has released less quota of rice and wheat to the state government,
in 2007 the Directorate of Civil supply issued a circular mentioning that only
whose income is below Rs.60,000/- will get a quota of rice at a subsidies rate
of Rs.8.95 per kg. and those whose income is more than Rs.60,000/- will not be
eligible for the quota. The circular of the Directorate of Civil Supply stress
for the Income certificate only from the respective Mamlatdar office thereby
bypassing a similar cilcular was issued by the Personal department somewhere
in 1996 which states that the income certificate can be either from the office
of mamlardar, BDO, Panchayat or the Municipality.
In Quepem as there are rumors that if the certificate is not produce then
their ration card will be cancelled, even those household who never visit the
fair price shop for rice or wheat are also undergoing the formalities to get
the income certificate and to safeguard their ration card .
Meanwhile as there is heavy burden on the mamlatdar office to swear the
affidavit and the income certificate the mamaltdar office has written to the
Directorate of Civil supply to consider the circular issued by the Personal
department in 1996.
