It is my understanding that the territorial limits of any country is extended 
upto 12 kilometers from the shoreline. If this is correct, then how can we call 
this casino as being offshore?

I am personally against such casinos. We have seen how the impact of matka is - 
not just on the people gambling, but the way the organisers conduct their 
business. I think the influence of the Mafia is very strong in all the casinos 
in the USA.

The article also says: "In addition, several land-based deluxe hotels offer 
varying degrees of casino facilities all around the state, proving a major 
revenue earner for the state south of Maharashtra."

Does anyone know what the amount that is earned by Goa from this activity?
