Eyebrows raised over plot allotment at IT Habitat

  BY HERALD REPORTER

PANJIM, MARCH 6 — The controversy pertaining to IT Habitat coming up at Dona
Paula has deepened. The former director of IT Corporation Dr Samir Kelekar has
alleged fraud in allotment of plot to certain companies, and demanded a CBI
inquiry.

Dr Kelekar told a press conference on Thursday here that the manner in which
plots have been allotted, leaves a scope to raise questions whether the
promised jobs will come to Goans and whether the plots allotted will be used
for the intended purpose.

Raising questions about allotment made to Goa Tech Parks Pvt Ltd, Technology
Options (India) Pvt Ltd, and Ampersand Digimedia Ltd, Dr Kelekar said a 60 sq
ft area is enough for an employee for sitting purpose in an IT or ITES company.
And if one adds conference rooms, cafeteria, toilet space in a very liberal
fashion, 80 to 90 sq ft per employee is more than enough, he said.

“But the Infotech Corporation has allotted around 2 lakh sq mt with 150 per
cent FAR, which amounts to 30 lakh square feet, enough for 30,000 employees if
we count 100 sq ft per employee”, he said.

Thus, the space given per employee is 2 to 2.5 times more than what is
generally required.

He has also demanded inquiry into claims made by these companies in job
creation. He said Goa Tech Parks Pvt Ltd — a joint venture of two companies —
was allotted 40,000 sq mtrs in the real estate category even before it came
into existence.

Dr Kelekar alleged that relatives of IT minister were a part of the Board of
Directors of Technology Options (India) Pvt Ltd and claimed the company did not
run any call center.

This company has been given 10861 sq mts of land in the area of IT and ITES,
where 1500 jobs should be created.

So also, Mumbai-based Ampersand Digimedia has been allotted 4053 sq mts in
the area of IT and ITES in September 2006, he revealed.

The company claims to develop multimedia software. But according to Dr
Kelekar, the registered office of the company at Worli was shut down two years
ago.
