COMMENTS:

This will happen only and only if Goa's educated and conscientious  citizens
including the 'elite' do all of these things, voluntarily and willingly,
and at the end of the day are prepared to stand in the line to vote, come
what may.

1. Demand written guarantees of 'Administrative Clean-Up'  i.e. what/how
etc. from the contesting political class, not as a one page manifesto but
its entire manual on how they will operate to bring in good-governance.

2. Demand from political parties the following:
a) No second term for its MLAs.
b) Reduced by half the permitted strenght of the Cabinet.
c) No office of profit for its MLAs.
d) No dual post.
e) 'Recall Provision'  if people not happy with the MLA's performance.
and last but not the least
f) Refuse to vote for INDEPENDENTS.

If the above is not forth-coming from the so-called vibrant citizens of Goa
who wish to see the 'good of Goa', then they should stop giving 'tall
lectures' which amount to nothing at all.
