Dears,
In the context of the Scarlett Keeling's death-by-rape case [that is finally
being admitted to be such], we have had reference to the Gregory Fernandes
killing ...becuase Greg was a Goan. However, a large number of Indians form
other states have been subjected to racist attacks and killings. Just because
the local newspapers do not carry these reports does not mean they have not
happened.
Last summer, my family and I escaped to a cool holiday in Kufri-Simla and
Kulu-Manali that included an experience in the snow at Rothang Pass. The Free
Press Journal [dated Saturday 26 May, 2007] that I picked up on the flight
back, brought me to the ground reality. Human beings are racist ...unless
'educated' to be otherwise!
Gian Chand Bajar, a 71 year old Sikh who left his job in the Revenue
Department of Punjab Government and migrated to UK in 1971 to become a builder
who was a part of the English Channel tunnel [or Chunnel] rail link, was killed
by a 20 year old local youth. The operation was simple: the youth assaulted
Gian Chand and ran over him, possibly twice, with Gian's silver Skoda Octavia
in St.Benedict's Avenue near Dartford. Gian succumbed to his injuries at Darent
Valley Hospital, Dartford.
Gian was not new or unknown in UK. He was there for 34 years and was the
Chairman of Guru Nanak gurudwara in Gravesend, Kent. Chief Superintendent of
Police Gary Beautridge, who led the inverstigation, described him as an
"upstanding member of the community" and the offence as a "heinous and cowardly
crime". Gian's son, Teli [aged 35 years] had only one request, "I just want the
Police to catch the culprits so that they do not have the opportunity to do
this again to anyone."
As much as I wish the UK cops find and punish the REAL perpetrators of the
crimes against Inidans in UK, I want the Goa Police to find the REAL persons
involved in the murder-by-rape-n-dope or whatever at Anjuna. The race and
nationality of the victim does not matter to a true Goan. We have always risen
above such base animal instincts of 'territory'.

Moral Externalities of Coastal Tourism

There is no danger to Goa's morally, socially and legally
subsidised tourism as long as the international community
(EU members, USA and the Anti-Narcotics arm of the UN)
brings pressure on the Indian government to cleanse Goa's
tourism sector. Perhaps the British Parliament would be as
sensitive to the drugs and crime scene in Goa as it has been
to the condition of the last few surviving Indian tigers.
The Russians have established a small kingdom in
Morjim and even dared to hoist their national flag on Indian
territory to declare their autonomy. Elsewhere, it is not
uncommon to see foreign flags flying on top of certain shacks
leased to or owned by the foreigners.
It is a symbiotic relationship parasitising the Goan society.
The negative externalities of Goa's tourism - crime, drugs,
sex, gambling are now slowly surfacing with their complex
hidden dimensions.
The British, despite the bad press, are determined to return.
Ultimately, the Goan society would have to pay a big price
for the accumulated and unaccounted negative moral
externalities. What is the government's idea of a healthy,
sustainable tourism? What is the people's idea of a healthy,
morally responsible and socially accountable tourism?
Neither the government nor the people have answers to
these basic questions. Everyone is engaged in looking at
the statistics. The industry wants more business. The
government sets higher targets. Who would internalise
the mounting negative externalities?
For how long will the wealth from tourism be generated
with hidden social, moral and legal subsidies? What kind
of ugly chimera would emerge from the autonomous coastal
society? Do we really need tourism, which supports drugs,
sex trade, gambling, drinking and a blindly hedonic lifestyle
just because it generates wealth?
Moral externalities of tourism in Goa would spell a disaster
for the whole country. But it would be too late when this
fact is recognised.
