The Quepem Municipal council meeting held today marked with allegation and
counter allegations from the Chairperson person Smt. Tereza Travasso and from
the opposition accusing each other of underhand activities giving a laughing
movement for those audience who had attended the meeting.
The meeting was called by the council to discuss on the budget, file
pertaining to Don Bosco Institution and Garbage issue.
When the budget for year 2008-2009 was presented by the accountant
participating in the discussion Councilor Rahul Pereira termed the budget as
exaggerated one.
While discussing on the issue pertaining to exemption of Construction
licence fee to Don Bosco institution the Chairperson accused the Chief officer
Ajit Panchawadkar of by passing her and stated the decision has been taken by
the C.O. for monetary gain. When Rahul Pereira brought to the notice of the
council about the resolutions taken by the council and explained the provisions
provided under the Municipal act under which the C.O. can act and tried to
defend the C.O . He further requested the Chairperson to settle the issue in
the interest of Quepem and the School , over which the Chairperson got
irritated accused Rahul Pereira and the other opposition councilor of being
party to bribe racket along with the C.O. Over the above remark of the
Chairperson there was a chaos in the meeting which made the audience to had a
big laugh.
When the discussion on the issue hotted up and anticipating she is not in a
position to face the opposition the chairperson went out of the meeting hall
without adjourning the meeting and returned back after about 5 minute. Finally
the council passed a resolution to exempt the construction licence fees of Don
Bosco school owes to the Council. However the Chairperson targeted her guns
against the C.O and stated that she will write to the Chief Secretary, DMA and
Vigilence department over the issue and to take action against the C.O.
Discussing on the garbage issue which is the main problem faced by the Quepem
people the opposition headed by Rahul Pereira accused the Chairperson of
playing with the health of the people by not lifting the garbage. Shri Pereira
further stated that the council is not serious about the acquisition of land
for garbage as the council has not complied with the requirement sought by the
acquisition officer and seems trying to lapse .
When the discussion was going on the Chairperson accused Rahul Pereira and
other opposition councilor of instigating the villagers to oppose garbage to
which Pereira stated that if the chairperson proves the charges he will resign
from the council. Pereira warned the Chirperson that if the Garbage is not
lifted regularly he will bring a Morcha on the council on next next Tuesday.
When the Chairperson started accusing the opposition councilor all the
opposition councilor walked out of the hall.
Speaking to reporters Shri Pereira stated that the Chairperson has failed in
all front and during his tenure the development of Quepem has hampered. He
further stated the Chairperson is playing with the like of the people by not
finding a solution to the garbage problem.
That anticipating an untowards incident as occurred on the last meeting
around half a dozen were deputed outside the council hall.

The Quepem Municipal Council have adopted a new method of disposing the
garbage from Quepem town . Collect the garbage at the dustbin site and burnt
it including the turns plastic garbage which is generated in the town. That
too in the main market place of Quepem. By doing so the QMC is playing with the
health of the people.
When Contacted and asked about the effect on the human life of burning
plastic garbage Dr. Benedita Dias , attached to primary health center Quepem
informed Herald that the burning of plastic in market place can health
problems. The toxic acid which are released through burning of plastic can
cause lung dieses which ultimately through our blood can also effect human
brain. The “Carcinogenic” toxic acid released through burning of plastic in the
long run may cause cancer dieses.

The mamlatdar of Quepem Slapped an attachment notice under section 124 of
land revenue code to the Quepem Municipal Council over the council failure to
pay an amount of Rs.1,55,61,090/- to the PWD Fatorda towards water charges from
1989 of public tap.
By letter dated 25/1/2008 the mamlatdar of Quepem shri Sudin nato has called
upon the officials of the QMC to make the payment failing which attachment of
their movable and immovable properties.
The issue had came up for todays council meeting. While discussing on the
budget Councillor Rahul Pereira brought to the notice of the council about the
attachment notice issued by the Malatdr of Quepem of Quepem Shri Sudin Nato
for attachment of council building and vehicles for non payment of fees When
Shri Pereira brought to the notice of the Chairperson about the attachment the
chairperson admitted receipt of such notice and in reply the chairperson
stated that let the Mamlatdar of Quepem attach the property of QMC as if she
is not concerned about the council. Over her this statement there was a big
laugh in the audience and among the councilor.
It seems that the government has given an amount of Rs.49 lakh to the
council to pay to the PWD towards water charges about two years back. However
instead of making the payment the Council has kept the amount in Fixed deposit.
