I was given to understand that Monteiro, if he was the same person, was the
chief of PIDE and a mestizo. I did not get those two impressions reading what
is written on CM? Perhaps my impressions are wrong. Can someone please clarify?
In any organization, especially government, there are always going to be
renegades. The system protects itself by having an hierarchy. I had
questioned one lusophile Goan who claimed that the last few decades of colonial
Goa, that it was Goans who ruled Goa. That is when I was informed that CM was a
mestizo and his bosses were in Lisbon. ? Convenient excuse.? =))
My disgust of the PIDE was at about age 6 yrs, when in the mid 50's, my school
class was interrupted. Three male school teachers (whose sons were my best
friends) were whisked away. They were imprisoned till 1961, without any trial.
That action was enough to set fear and cast suspicioun amongst all in our
village. PIDE went after everybody, irrrespective of religion, caste or class.
The fault is much as CM's mental state as his superiors in the police
department and more importantly in the Judiciary - who were Goans extending to
the highest levels in colonial Goa's judiciary. The fault also lies in the
older friends and relatives of CM. That is where / how society (Goan culture)
protects itself.
Often individuals start off as being mean / cruel / discriminatory to others.
Then sooner or latter, they become mean / cruel / discriminatory to their own
kind /caste and then to their own relations. Hence it is important the
renegades be confronted early in life, for their socio-pathological behavior,
by those who at that state / time may not be the victims of that behavior. The
odds are CM was a bully as a kid.
So discussing CM is an eye-opener for the parents of young brash Goans of
today.

Don't be so harsh on yourself! We don't choose our parents, and we can't always
be responsible for their actions (except those of our children, in a way). Even
assuming he's your dad, I think your attitude matters more than his!
There are issues involved here though. Understanding Agente Monteiro is
important for filling in the gaps as far as Goan history goes. And there are
many gaps, not just this one, both pre-1961 and post-1961.
