In answer to t he abv from "Flower2" I shall take the liberty of reposting the 'synopsis' of my PIL in the High Court of Bombay at Goa. IN THE HIGH COURT OF BOMBAY AT GOA WRIT PETITION (PIL) No. 236 of 2007 Shri. Floriano Lobo ....Petitioner VERSUS State of Goa and Others ...Respondents SYNOPSIS The Petitioner is a responsible citizen of Goa and has been consciously following the various directives of the Honourable High Court of Bombay at Goa with respect to various environmental aspects such as the pollution by industries, garbage problems and mostly the rampant CRZ violations with or without the active support by the various authorities who are appointed by the Government to curb such violations. This Petition is a result of the Petitioner having lost faith in the various authorities where one has to run from pillar to post to get authentic information regarding the developmental projects coming up in the CRZ areas and by the fact that all attempts to get such vital information even through the official 'Right to Information Act, 2005' are mostly frustrated. To an ordinary citizen who would want to respect and/or obey all laws, rules and regulations, openly seeing that corner are being cut everywhere, rampantly, with total disregard to the existing and enforceable laws, rules and regulations, the only recourse left is to knock on the door of the Honourable High Court in the hope that the Honourable Justices will see it fit if justice in this case is desired or not. Otherwise, it would be better to disbandon all laws, rules and regulations and let the citizens go about doing things as they like and as they feel. In that case, the society at large would have to seek its own level whether it wants to cross the line into lawlessness or it wants to remain on the side of being an honourable society adhering to the laws,rules and regulations it would formulate to do just that. Your Lordships, this Petitioner has done whatever that could be done within the means available to himself and begs to be excused if he is found wanting. The basic essence of 'common sense' that the laws, rules and regulations existing in this State or in this Country must make, has been lost and it would be the task at your Lordship's very hands to restore it back in its place. This petition contains nothing but the frustration of the petitioner with the regulating authorities who choose to be blind even to the extent when entire Goa is nothing but a huge hemorrhaging mass well on its way to its grave. If hope could resurrect Goa into being a well governed, orderly, peaceful and harmonious State, so that all citizens may live their lives in an orderly manner, this petitioner would stick to this entity called hope. End PS. The PIL was dismissed in favour of the petitioner with the petitioner having to be re-imbursed by the 3 respective hotels to the tune of Rs. 5000/- each. The HC had given 3 months to the govt to right the wrongs. Over 8 months on, the CS is still deliberating and dilly-dallying with the enquiry and all is at stand-still.
