Dear Avertano,

I appreciate your views on the drug mafia .. Responses to Stem the Rot and
support whole heartedly your suggestions. The GBA and Zagrut Goem in their
joint venture need to push ahead the evils of mafia under the main objective of
Saving Goa by Goa Bachao Abhiyan. Several citizens like Gerald Fernandes,
Vikram Patel including myself would always stand up in support of the case.

I am looking forward for opportunity to associate with the movement.

  Dear Dr. Oscar/ Dear Patricia,

I am forwarding this letter which I received in response to my letter to the
Editor of some of the local newspapers. After giving it some thought, I am of
the opinion that it would not be advisable to start yet another "forum" of
citizens to agitate against the proliferation of foreign drug Mafiosi in Goa.
We already have the Goa Bachao Abhiyan and the Jagrut Goem, which are
movements covering the whole of Goa. I believe that the issue of the
unhealthy collusion between the drug mafia and the law enforcement officers is
as much a concern for us Goans as is the wholesale sell-out of land which
happened under the Regional Plan 2011 and the SEZ project of the Government.

I strongly urge that GBA and Jagrut Goem jointly convene a public meeting to
voice the protest of the citizens against the corruption which has corroded the
police administration. I do not believe that the individual protests (e.g. in
letters to the Editors) will have much impact on the powers-that-be. It is
time that the citizens take the bull by the horn and demand a clean-up of the
administration. The few transfers of some minor police officers is certainly
not going to stem the tide. Only a mass movement of citizens will cause the
Government to sit up and take notice. What is needed is a radical shake-up of
the police -,not the patchwork "disciplinary actions" which we are witnessing.

The ball is in our court. Can we rise to the occasion?

Best wishes and assurances of my personal contribution,

  Dear Averthanus,

  1. Based on specific evidence about the functioning of the Anti-Narcotics
Cell, I find myself in agreement with your assessment that the drug mafia has
gripped the Police functioning in the State of Goa, especially and even the
Indian Police Service Officers(Central Govt Cadre) , whilst earlier it was
known that the Goa Police Service Officers and other functionaries were
sub-orned.

  2. It is also reliably learnt that the Russian Drug Mafia operating in the
Morjim belt have even filmed/recorded Significant Politicians/Police
Functionaries utilising the services of Russian women. These records are
reportedly being used to pressurise the poor "arseholes" who are now running
"shitless scared".

3.A movement is now become neccessary to rid citizens of India resident in
Goa of being "governed" by a GUTLESS, SCARED EXECUTIVE ARM.

4.I am willing to stand up and be counted. Can we enlist/mobilise other
courageous persons too.

  Regards,

  Capt. Gerald Fernandes.

  Ex the Indian Army.
