File for conversion senad was forwarded to Dy. Collector office in April/2007

Well, I visited Land Survey Dept on 6th March to pay the fees.
(as on prev. day I was sent back saying cash transaction  timing is till 4pm)

At this time I was told the earliest appointment for site inspection was 
available on 18th March.

The site inspector was not too happy because I did not give him anything. I did 
offer him to join me for Lunch which he first accepted and then he suddenly 
remembers he has bought Tiffin. Perhaps, he was expecting cash in lieu of lunch 
(but I have not paid anyone a single rupee).

10 days later, I went to Dy. Coll. Office to chase my case but the guy 
(Carvalho) would not check my file saying I should go to survey dept to ask 
them first (whether they have sent it or not).

On 10th April, I visited Survey Dept but to my bad luck, I found it closed 
(half day).

Then I went to Dy. Coll , at this time this guy was not in the office, I was 
told he has gone to Panjim.

On 11th  I came to see him again but he would simply not check the file saying 
that I should go there (Survey) and ask them first. So I went there and found 
out that they have sent to dy/coll office on the 7th.

I came to see this ‘Carvalho’ guy , guess what now? He is missing

Waited impatiently for more than one hour and there he is coming from outside. 

He then checked the file and found out everything is ok now but ..

He says I will have to come back in next month now, I asked what for?

‘Right now we are waiting for a new notification about the changes/revision of 
conversion charges/ fees’ said he.  Can’t I pay at the existing rates? He said 
‘No’. 

(I think the new rates does not apply to smaller area say less than 500sqmtr 
and mine is about 400).

I am pretty sure, if I had offered him something he would have done it then and 
there.

 This is what it takes if they are not bribed.
Mind you, you still have to chase them though, thus wasting your time, energy
and money.

Total visits so far:
Dy. Collector Office: 9+3+1+ 4
Town Planner: 4+1
Mamlatdar: 4+3
Forest Dept: 4+1 (Margao)

Survery Dept: 3+2

Fees paid (Survey Dept):  Rs.820

Total Cost so far:
Transport provided for site inspection only: Rs.1400+350+350 (5 site 
inspections)
Other personal visits transport only: Rs.1200+ 700+ 600
(public transport + motorcycle pilots)

Time lost/wasted so far: 70hrs or 9 days + 35hrs = 105hrs +32hrs (i.e. about 17 
workdays lost)
