Sir,
      I went to the Bardez Mamlatdar office to inward a letter at 1015 AM. The 
concerned clerk was absent.No one else was ready to substitute.So I approached 
the Mamlatdar .He called someone and asked him to do the needful.I was directed 
hither and thither and landed up before an annoyed Mamlatdar once again.He 
asked me to wait for the concerned clerk.I told him office hours were 0930, and 
I have an appointment at 1030. He then only ordered someone to see that it is 
done.
    The CM needs to be congratulated on getting tough on susegad staff. It was 
reportedly found  70%  staff missing in the Transport Department!?This surprise 
check exercise has been done time and time again. Merely issuing warning 
letters is not sufficient to cure this endemic malaise.Coming late is just one 
aspect.The more important one is being in the seat and giving good service to 
the public.Department Heads themselves come late/are not in their seat/ are at 
fault and so are unable to discipline staff.
  I suggest regular checking and monetary fine( later they come, heavier the 
fine etc) like the cops do for helmets/seat belts. Also Citizens Charter must 
be displayed, made easily available, circulated to employees and signature 
obtained as being read. Public will know the government means business and be 
in a position to help improve the whole 'Chalta Hai "System in vogue.
