Recommendations of the National Seminar on Migration

held on 1st and 2nd April 2008





The two day National Seminar on "Migration: Issues, Challenges, and Implications" organized by the School of Social Sciences of St. Xavier's College, Mapusa, in association with the International Centre Goa (ICG), on 1st and 2nd April, 2008, and held at ICG, Dona Paula, concluded with the following recommendations:



1.. Maintenance of a database on recent migrants in terms of the date of their entry, gender, age, religion, education, skills, occupational profile, health, country/state of origin, housing, etc. with the help of an e-card, to monitor and manage migration.

2.. To promote bilateral agreements on migration between Countries and States.

3.. To formulate and conduct pre-departure orientation programmes for immigrants/emigrants including students.
Implementation Agency:  Government, NGOs and Educational Institutions.



4.. Adequate sanitation facilities to be offered to migrants at the Panchayat and Municipality levels and at the work site. Implementation Agency: Panchayats, Municipalities and Employers, specially Builders and Contractors.



5.. Proper provisions for decent accommodation with lighting, cooking and water facilities, and sanitation facilities to be made to the migrant workers, at or near the work site.

6.. The employers should buy accident and health life insurance policies favouring their migrant workers.
Implementation Agency:  Employers.



7.. Mental Health programmes to be introduced so that the stress, hostility and suicidal tendencies among migrants is reduced. Implementation Agency: Government, Institute and Psychiatry and Human Behaviour and NGOs.



8.. Creche and education facilities to be made available to the children of migrant workers.
Implementation Agency:  Employers.



9.. Health of migrant workers to be monitored monthly and Health Card to be issued along with provision of medical facilities and subsidized medicines.

 10.. To study imbalances created by migration and their redressal.
Implementation Agency:  Government and NGOs.



11.. To run free mobile clinics and health awareness camps providing easy health check-up.
Implementation Agency:  Government,  NGOs, and Employers.



 12.. To provide garbage disposal facilities.
Implementation Agency:  Government and Local Governance Bodies.




13.. To encourage migrant parents to enroll their children in local Balwadis/Schools and they themselves to attend literacy classes.
Implementation Agency:  Government and NGOs.



14.. To discourage and put an end to the practice of inviting migrants to Goa and supporting them to constitute a vote-bank for the respective politician.

15.. To create an information based and value based plan for the reintegration of emigrants and to demand similar plan from States whose migrants are in Goa.

16.. To float investor friendly policies to make optimal use of migrants' remittances.
