This fact was revealed by the Panchas of Moira at the Gram Sabha held on the 27th. After being taken to task by the gram sabha, the panchas revealed that their hands were tied as no efforts of theirs in getting sanctioned work done came to naught even after meeting the CM, PWD ministers and others because the ministers demanded 15% of the tendered amount as a fee. This evoked anger from the gram sabha members who demanded the fact to be minuted. While, like some local Goan political parties, I am not craving for the good old times under the Portuguese, all I ask: Is there a vigilance department in Goa? Do we need a TV sting operation to catch these crooks in action? Isn't being caught once enough? Incidentally, it has been decided by the people of Moira to resort to an indefinite rasta roko agitation if the PWD does not take steps to complete pending pre-monsoon works.
