The Goa Environmental Action Group, jointly with the Goa Su-Raj Party has 
welcomed the news reports that the government has filed an affidavit in the 
honourable High Court of Bombay at Goa that it will recover Rs. 10.60 lacs from 
the three top officials of GSUDA (Goa State Urban Development Authority) namely 
the Member Secretary, Mr. Daulatrao Havaldar, Chief Project  Officer, Mr. J.N. 
Chimulkar and the Asst. Project Officer, Mr. Amit Shirodkar,   within a month 
for the demolition of the controversial project built at the Baina beach  in 
violation of the CRZ norms, and are happy that a precedent is being set in this 
ever so lawless a State to correct the general malaise that has  taken root in 
the government administration that its irresponsible acts of commission and 
omission on the part of its officials will go unchallenged. The norms that 
violators/polluters and people responsible for acts of careless misdemeanor,  
resulting in damages and/or losses to the public exchequer, pay. Only and only 
then the sense of responsibility and accountability will be respected through  
fear,  with the prevailing 'whose father what goes" attitude going out of the 
window for once. There is no justice better than to 'pay from one's own pocket' 
for one's mistakes.

It is sad to note that this prevailing attitude in the government 
administration has deprived a sincere and devoted government servant who held 
the post of  ' Health and Nutrition officer' in the 'Health Department, 
Government of Goa' and who retired as such some over 10 years ago has been 
willfully denied his retirement benefits, in the carelessness with which our 
government administration is habituated to work. In this particular case, which 
has been amply documented with the appropriate 'administrative' as well as 
'vigilance' authorities, such norms will not only see that justice is done but 
is seen to be done. Such speedy justice is the need of the hour, especially,  
when the person concerned may not live forever to see it entering his front 
door. This person is none other than Dr. N.S. Dumo,  the President of the Goa 
Su-Raj Party. If the doors of the honourable High Court needs to be knocked to 
get this much delayed justice, then it will be so.
