Dear all, A friend has filed an RTI, and the Goa government department has taken the plea of "missing records". Could anyone offer some suggestions on how this could be tackled, at the appeal stage (where it has now reached)? If all information could be denied on the grounds that the records are "missing", it would pretty much render the RTI law meaningless. Seeking your suggestions.
