TDR concept is very good , provided it is implemented in a controlled
manner. Otherwise you will have another "Bombay" in Goa. Developers buy
TDR here and develop 3 and 4 BHK apartments costing crores of rupees and
beyond the capacity of the middle class here. Only the super rich can
afford these penthouses. Almost all Bombay developers have stopped
building 1 BHK apts here. Developers should be allowed to use TDR
provided they are used for building middle income housing projects,
which seems to be a need for many Goans. Otherwise you will see 30 and
40 storey monstrosities at places like Dona paula and Caranzalem costing
in crores per penthouse.
