Sub : Show Cause Notice

With reference to your show cause notice to me
No,.Rsf:SCN?Shrikant V.Barve/01/2008 dated 16 May
2008, I acknowledge receipt of the same on May 19 2008
afternoon.  

A. Please arrange to send me following documents
immediately so as to answer your show cause with in
time stipulated by you.  

1. Certified copy of Constitution and Bye laws of All
India Chess Federation along with any amendment to it.
2. Certified copy of Code of conduct for Organiser of
Championships / Tournaments
3. Certified copy of Constituion and Bye laws of Goa
State Chess Association along with any amendment to
it.

I enclosed here with a Cheque No. dated for Rs.200/-
drawn on to wards the cost of above documents. If the
cost is more than Rs.200/-, I promise to send the
balance immediately as it comes to my notice.  

B. I am a chess lover and working for promotion of
chess for last 30 years. I enclosed a Copy of the book
“THE RIGHT MOVE, book on Chess and Education” compiled
and edited by me on behalf of Taleigao Chess Academy
and released on Jan 26 2008. Looking at my long
standing association and devotion towards chess
promotion, my humble request to you Sir, to take back
this Show Cause Notice issued to me with immediate
effect.
 For your information I give below the minutes of 9th
March 2008 Executive Committee meeting of Goa State
Chess Association where in I was an Invitee. These
minutes were approved by 6th April 2008 Executive
Committee meeting of Goa State Chess Association held
at GMC complex, Bambolim-Goa
 I. Minutes of the Executive committee Meeting held on
9th March 2008 held at Salgaocar Chambers,Margao. The
following members were present.

II. The President welcomed the members and briefed
them about the visit of Raghunandan Gokhale who had
been sent by A.I.C.F. to inspect National B venue. He
was happy with the facilities. The President also
stated that he would be looking for suitable banker
for National B.

III. The Minutes were read. As regards the decision to
have a souvenir it was scrapped to save money. Mr.
Balakrishnan felt that the souvenir could have been
used to highlight the achievements of the Assn. After
this the minutes were approved.

IV. It was decided to have a bulletin for National B
Mr Pinto’s name was suggested but Mr Mhamal pointed
out that it would be better to have someone who knew
the software to be incharge. The President said he
would consult A.I.C.F. regarding this.

V. It was decided to appoint Mr. S. Venkatraman as the
press officer. He would have to consult both president
and secretary when issuing press notes.

VI. It was decided to send Mr. Mhamal and Mr. Kaisare
for commonwealth Chess Championship.

VII. It was decided that Margao Chess Club would
organize Under 7 state chess championship. The
Under-11 would be held by Curchorem Chess Club.
Bambolim Chess Club Announced it was holding Chindrens
Chess Festival on April 16.

VIII. The Executive committee regarding then took up
the issue regarding taking disciplinary action against
Mr Shrikant Barve. The President briefed the members
regarding the time scheme of events leading to asking
Mr Barve for an explanation for his comments on Yahoo
site. He asked members to pass resolution to criticize
Mr Barve . He stated that Mr Barve should make
allegations based on facts. Mr Balakrishnan stated
that he had earlier stated in a previous meeting that
Mr Barve should be banned for going to the press and
he should be debared for this. He insisted that this
should be recorded in the minutes. Mr. Pinto stated
that in this case his comments that trying to stop
people from expressing their views would amount to
trampling on their constitutions Right to Freedom of
expressions and would get the Association liable to
court action, should also be recorded. Several members
critised Mr. Barve saying that he should not have made
comments he made.  
 These included invitee Mr Mohanan, Mr Mhamal, Mr
Balakrishnan and Mr Sivaswamy in the allegation were
made against Mr Barve regarding the conduct of the
under 9 State Championship by Curchorem Chess Club Mr.
Balakrishanan stated that it was a valid point that
rules for state tournaments should be made well in
advance and announced clearly. Mr.Vasant Naik stated
that arbiters were not present when one of the rounds
in the above tournament was started. He stated that
outsiders should not be allowed to interfere in a
tournament. Mr. M.R.Naik made the plea that all issues
should be settled amicably in the interest of Chess
and all should work untidily. In his reply Mr. Barve
read his official reply to the Association show cause
notice which basically asked what his offence was and
under what rule action was sought to be taken against
him. Regarding the incident at under 9 championship he
had merely informed organizers that one player Rishabh
Naik’s clock had been wrongly started. Regarding
conduct of the Primary School Students tournament he
presented a DVD recoding of the event.

VIII. The Executive Body passed a resolution that it
“distances itself from the views of Mr. Shrikant
Barve. Whatever he said is in his individual capacity.
The GSCA on the other hand congratulates the All India
Chess Federation for having come out with a scheme
which will make quality coaching affordable to even
the financially weak players.”

IX. The meeting ended with a vote of thanks by Mr. V.
Shivaswamy.
 There is no mention of the cause for which you have
issued me this notice.  

 “The statement that AICF makes about Rs.4 to 5 crores
annually and is not pumping sufficient money bank into
the game” are not my words at all. Those words should
be attributed to Gomantak Times.  

C. I also take this opportunity to request you to
reconsider the circular  
“Appeal to Our Senior Players / IMS' / WIM's / GM's /
WGM's / FM's and coaches”

D. I as CEO of Taleigao Chess Academy (TCA)offers to
organise IM's level 50 FREE chess coaching camps all
over India on behalf of All India Chess Federation
(AICF) in 2008. TCA will pay normal remuneration of
Rs.20,000 to Rs.30000/- for ten day coaching. In 2009
& 2010 TCA will organise 150 & 500 IM's level FREE
chess coaching camp’s respectively all over India on
behalf of AICF. Please note that there are over 400
districts in India.

 TCA believes that those who represent India at
International level requires at least one high level
coaching camp in three months. TCA is confident of
raising Coaching fee from sponsor.  

 If prima-facie you are ready to my proposal I will
require three months to arrange the sponsor, in the
mean time we can discuss and settle dates, venue,
coach etc.
