Dears,
The "bottom-line" [quite literally] of the report entitled "I am a
bold Chief Minister: Digambar" by someone some people call "Rough &
Big" is:
QUOTE The issue is under consideration of the party and that the
decision would be conveyed to him in due course of time and
implemented soon thereafter.UNQUOTE
When "soon thereafter" is depends on the "due course of time". What
the CM is EFFECTIVELY quoted as saying about the "timeline" is
NOTHING.
When I was the Secretary of the Goa Agriculture Officers' Association,
or GAOA [in 1987], we received a reply from then Under-Secretary
[Agriculture] in perfect 'offialese'. I do not believe anyone has out
done Mr.D.N. Accawade as yet.
The reply to the proposals of GAOA was thus:
1.Regarding your proposal at Item # 1, it is being looked in to.
2.Concerning the proposal at Item # 2, it is under consideration and
3. As far as the proposal as the proposal at Item # 3, it is in process.
It is further informed that the above proposals will be decided in due
course of time.
[or words to that effect]
The proposals included, if I remember right,
1. Recognition of the GAOA by the then Government of Goa , Daman & Diu,
2. Promotion of Mr. S.P.Patil [who retired many years ago] and
3. Request of Mr. P.G. Mahajan [since retired without PG degree] for
permission to join M.Sc. [Agri] course in KKV, Dapoli.
Fortunately for us, Mr. Vinod Kumar Duggal [as the then Development
Commissioner and acting CS for a few days of newly formed Goa State]
gave the GAOA the official recognition. It is officailly recognised
almost as old as the Goa state ...21 years this year!
I wonder if anyone remembers who was the CM who did the MTP on the
RP-2011, when Goa was pregnant from the gang-rape by the
builder-politician nexus. To my mind, it is Pratapsing Raoji Rane, the
MLA of Poriem-Sattari who did it. The Goa REGIONAL PLAN 2011was
scrapped BEFORE the 02 June, 2007 elections to the Goa Legislative
Assembly. Rane was CM and Babush Monserrate had just resigned as the
Minister for TCP. Where did Digamber slip in to father the scrapping
of the RP 2011 as the report below suggests?
SEZ and RP 2011 are NOT the same thing. The Regional Plan 2011 was
scrapped after amending the law [The GDD TCP Act, 1974] to allow for
it. It is the subject matter of a Writ Petition now. The SEZ Act, 2005
stands unchanged. No SEZ is LEGALLY scrapped yet. the SEZ are only
prevented from carrying on ...like the MEGA PROJECTS which are stopped
but continue to be licenced by the Governemt based on fraudulent
documents from some of its own departments and some Iron ore MINES
continue to be idle in spite of the protection of the state and
ex-parte injunctions of the lower judiciary [which we hold in high
esteem]
One former journalist [and even Editor for a short period] has likened
the revolt of the villagers across Goa to a VIRUS. So be it. May it
spread like HIV-AIDS in Goa. It is afterall is said and done, a major
tourist destination with Sand, Sea and Scarlett!!!
Almost every politician, builder and broker [including those who have
infiltrated various people's movements and need to be exposed .... in
due course of time, of course ;-) ] and 'social worker' in Goa is best
described in the words of Remo's song: "Everybody wants to unh!
...without the fear of AIDS" and want to use the Task Force as a
physical contraceptive and the RPG 2021 as the morning-after Pill to
go back to "the way we were" when RP 2011 was in force!

I am a bold Chief Minister: Digambar

PANAJI Dispelling public perception that he is a weak Chief Minister,
Mr Digambar Kamat has said that he has taken bold decision in the
larger interest of the state and its people ever since he assumed the
reins of the state in little less than a year.
In an exclusive interview with The Navhind Times he said initially
when he took over, people had been saying that he would not be able to
take hard decisions but he has proved them wrong by taking some of the
hardest decisions on issues like scrapping special economic zones,
Regional Plan etc.
There are bound to be differences in a coalition government, he said
in response to a question on the frequent spats between coalition
partners. Each party or MLA has his own ideas and sometimes they clash
with one another on administrative postings, developmental works,
overlapping in one another’s constituencies, etc.
“We sort out the issues by holding discussions on them, he said
while responding to a question. He, however, went on to add that his
suggestion to his ministerial colleagues is that rather than rushing
to the media on the issue they should try and sort out the issues by
discussing them on the table.
As regards to spat between the Congress and the Nationalist Congress
Party over a number of issues, he said that whenever there have been
problems he has taken initiative to find solution to them, while
others were discussed at the co-ordination committee meetings and
resolved.
On the allegations that the state has not seen much development during
his tenure as Chief Minister, he said that there were people in the
state who do not want to see what is happening around them for reasons
best known to them nor were they ready to give any credit to anyone
and that they simply try to paint a wrong picture of everything that
is positive.
“I would like to leave the issue of development to the people to
judge what I and my government have done during the last year since I
took over and also whether we have taken some major decisions that
were in the interest of the state,†he said adding that he would not
like to praise himself for whatever he has done for the state.
As regards to frequent attacks by the opposition Bharatiya Janata
Party against him on trivial issues he said that he would like to
leave that question to the opposition party and the people to judge
about the allegations made against him and the motives behind them.
"My aim as Chief Minister has been to develop Goa and all through my
tenure I have always tried to give justice to the people by carrying
out all-round development taking all sections of society irrespective
of which part of society they belong or which constituency they belong
to. That is the way state should be developed," he added.
Replying to a question on inclusion of Mr Atanasio Monserrate in is
cabinet, he said that certain decisions that were vital were taken by
the top brass of the party and that the issue relating to inclusion of
Mr Monserrate into the cabinet was one among them. The issue is under
consideration of the party and that the decision would be conveyed to
him in due course of time and implemented soon thereafter.
