File for conversion senad was forwarded to Dy. Collector office in April/2007. Completed One year & 2 months As I was called back next month, I went there (Sy.Coll office) exactly after one month I was told the concerned clerk is on sick leave and will be back after 15 days. After 15 days, the clerk told me they are still waiting for the official notification in connection with revision of senad fees. (Fyi, It was announced in the Goa budgets session March 16, 2008 (by Finance Minister Dayanad Narvekar) that the fees are hiked under land revenue code. It was also said that the fees of Rs.10 per sq mt for 500 sq mtr and below will be retained. Nearly 3 months now, Dy. Coll office still waiting for the notification in this respect. However, the concerned clerk gave me a draft (an undertaking, to get it typed) that ‘I would pay all the fees should there be a rise in the fees in the future’. It did not say ‘pay the difference’ though. And then he said come back after 10 days to enquire. He also said the case could taken even longer as recently Jose Philip, the revenue minister has proposed that all files with area more than 400 should be referred to his dept too. That could mean another inspection, further delay and another Money making scheme at minister's dept. (the area requested is about 410sq mtr) Total visits so far: Dy. Collector Office: 9+3+1+ 4 +3 = 20 Town Planner: 4+1 = 5 Mamlatdar: 4+3+2= 9 Forest Dept: 4+1 (Margao) Survery Dept: 3+2 = 5 Fees paid (Survey Dept): Rs.820 Total Cost so far: Transport provided for site inspection only: Rs.1400+350+350 (5 site inspections) = 2100 Other personal visits transport only: Rs.1200+ 700+ 600+300= 2800 (public transport + motorcycle pilots) Time lost/wasted so far: 70hrs or 9 days + 35hrs = 105hrs +32hrs +24=161hrs (i.e. about 21 full workdays lost) This is what it takes when you don’t pay bribe.
