Labour Commissioner & Sr.Town Planner ------------------------------------------------------------------------ Volunteers of the Colva Civic and Consumer Forum (CCCF) along with GOACAN held a black flag demonstration at the office of the Dy. Labour Commissioner and Sr. Town Planner at Osia Complex in Margao on World Environment Day.
A delegation of Forum Volunteers met with Mr. Chandrakant D. Velip, the Dy. Labour Commissioner, South Goa and handed over a memorandum with regards to the unauthorized labour camps at various construction sites in Colva. The delegation pointed out to Mr. Velip that builders who are undertaking mega housing projects in Sernabatim, Vanelim, Colva & Gandaulim have been issued licences / NOCs by the Village Panchayat with a specific condition that no labour can be housed in camps on the construction site except for the security guards. They also informed him that with the unauthorized labour camps at the construction sites there is a blatant violation of the licence / NOC conditions issued by the Village Panchayat of Sernabatim, Vanelim, Colva & Gandaulim and that the living and sanitary conditions of the workers at these construction sites are not in keeping with the Acts and Rules as laid out by the Govt. of Goa. The delegation further reminded Mr. Velip that his office is responsible for the protection and welfare of Labour Rights as well as the well being of workers in general in the South Goa District. Mr. Velip was also informed that the Consumer Forum has received complaints from residents living in the vicinity of these construction sites about the above listed state of affairs and therefore demanded that his office undertakes site inspections of these labour camps to ascertain, for himself conditions of these Labour camps at the construction sites of the builders of the mega housing projects. Mr. Velip was requested to conduct the site inspections between 7pm – 8am with intimation to the Forum so that he can verify whether the concerned contractors and their subordinates are following the Goa Building and other Construction Workers (Regulation of Employment and Condition of service) Rules 2008. A memorandum was also submitted to the office of the Senior Town Planner of the Town and Country Planning Department stating that a large number of Construction sites of mega housing projects in various parts of the Village Panchayat of Sernabatim, Vanelim, Colva & Gandaulim do not have boards erected with details such as Name of the Developer, VP / Municipal Licence no. and date, Conversion Sanad no. and date, Date of commencement of work and Validity period of the licence The memo also pointed out that there is a clear violation of the directions of the Chief Town Planner and point no. 4 of the order of the Chief Secretary No. 1/4/2007(81)/CS dated 13.2.2007.
