A Report:

 

Attended today's session in the afternoon. Got the TCP onwards. Many known 
faces were around including  Soter D'Souza, Prajal Sakardande, Fr. Maverick 
Fernandes, Geraldine Fernandes, Juino D'Souza, Nirmala Sawant, etc. The system 
is that the concerned department is represented by the respective chiefs. All 
that the chairperson (Babu Kavlekar in this case)  does is to call out the 
names of those who have sent in a wish to speak. The name is announces and the 
speaker takes his/her seat across the chairperson and delivers the pearls of 
wisdom. Occasionally the department heads give clarifications. I spoke on TCP ( 
The necessity of amending the TCP Act in view of 73rd. and 74th. Amendments, 
about hill cutting and asked a question as to what  comes firsts , the 
infrastructure or the development. Asked our planners to  put the 
infrastructure in place first and the development will take place 
automatically. On Panchayats agains I stressed the need to amend the Panchayat 
Raj Act 1994 to  hold Sarpanches accountable and responsible for illegalities. 
That if this is done, the Panchayats will be exorcised. The Panchayats have 
become the epitome of corruption but not all panchayats are to be painted with 
the same brush. That some panchayats want to demolish the illegal structures 
but the Panchayat officials make them dance. I explained how in Callangute 
three hotels have been allowed to build in ND zone through bribery. That 
sarpanches and panches including the secretaries must be investigated for 
disproportionate assets.

 

On Municipalities I have sent a written suggestion as I had to leave by that 
time. I have requested the Mapusa Municipal Council to see to it that the 
Mapusa market and the surroundings  be swept and cleaned out between 5 a.m. to 
7 a..m  and not start the chore after 7 a.m. as is the normal case,  as by that 
time the market is half full including with parked vehicles. That two and four 
wheelers must be banned from entering the market between 6 a.m. until 9p.m.

 

On River Navigation, I have suggested that the government seriously explore 
introducing fast commuter transportation like the hydro-foil system  which will 
not only be appreciated but also reduce road traffic substancially. That small 
ports and jetties must be built along the rivers.
