The Goa Government has signed a MoU under the Public-Private Partnership [PPP] 
pattern with a non-for-profit organisation to provide "Accident Trauma" relief 
facilities under Toll Free 108 [replacing the GATES 102 service now available 
through a Police-Fire Service-GMC combine]. GATES was quick, efficient and 
FREE. What will ERS be? The Government is yet to spell out whether the bill of 
the ERS will have to bve paid by the victim of the accident using its services 
...mostly at the request of a passerby. It is possible that the Goa Govet. will 
foot the bill as in the case of mediclaim for the poor. I am only saying it has 
not been clarified yet.

Goa govt. signs MoU with EMRI to manage emergencies 
Panaji (PTI): Goa has signed a Memorandum of Understanding (MoU) with 
nationally renowned Emergency Management and Research Institute (EMRI) to 
manage emergencies in the state. 
Health Minister Vishwajeet Rane, in presence of Chief Minister Digamber Kamat, 
on Saturday signed the MoU, making Goa to be the fourth state after Andhra 
Pradesh to have an agreement with EMRI. 
"This is a revolutionary step in the health sector," Chief Minister Kamat told 
reporters after signing the MoU. 
"EMRI, which is accessible through its toll free number 108, will handle all 
kinds of emergencies in this coastal state, including delivery related, 
accident, drowning or any other instances of such mishaps," EMRI's Chief 
Executive Officer Venkat Changavalli said. 
"Goa will have 18 ambulances which will cover the entire state," he said. 
The firm has decided to set up an exclusive call centre for the state, which 
would be available round the clock, Changavalli said. 
"In addition, the ambulance will be equipped with a doctor, a paramedic and all 
facilities that will help to stabilise patients on the spot before being 
transported to the hospital," he added. 
The EMRI, which is a non profit organisation conceived in 2005, has decided to 
work with Goa government on public-private-partnership (PPP) model.
