I was lucky for having been taken up before breaking off for Lunch. Very 
interesting skeletons have emerged from the Police cubboards, some frightening.

This is what I have said in brief for the benefit of the CS, DIG, SPs and 
DYSPOs present. The house was packed full.

Police:                                               

 

GOA POLICE  - PRIDE OF  GOA  - NOT  A SHAME

 

 Police force should be the pride and not the shame   to the  country or to a 
State like GOA. I would desire that more be read into this statement.

 

STUDY TOURS - SINGAPORE -  POLICE UNIFORM - FINE COUNTRY-  HUMEROUS NOTE

 

Our government spends crores of rupees to send our legislators on study tours 
across the developed nations of the world. Do they learn anything at all?  is a 
million dollar question. Once such merry jaunt was to a small country called 
Singapore, purportedly to study that country's policing systems. All they came 
home with is the color of its police uniform, terming  Singapore - 'a police 
state'. I have spent the best part of my sailing life in Singapore,  it being 
called the 'FINE' country. You throw a cigarette butt out of a taxi-cab and the 
taxi cab is fined $500/- without mercy. So the cabbies do not allow its 
passengers to throw out their cigarette butts.  The police is supposed to 
implement the laws, rules and regulations that you,  sir, the executive, 
formulate. On a humorous note I would like to say here that ---  if we had 
followed the Singapore system of governance, I am sure most of our 40 
legislators as well as half of our police force would be behind bars for 
breaking and/or failing to enforce the laws of the land.

 

I would want my following few suggestions recorded and thought over seriously.

 

  1.. NO INTERFERENCE: The Goa police department must be freed from political 
executive interference. The police must be allowed to do their job for which 
they are trained.
 

  2.. EQUIPPED TO FIGHT CRIME  WITH MODERN METHODS. Equipped The Goa police 
department must be equipped to fight crime with modern methods.
 



  3.. PROVIDE ADEQUATE TRANSPORT/PATROL VEHICLES: Police stations must be 
provided with adequate transport/patrol vehicles  fitted with modern 
communication/detecting  systems such as radar/Doppler systems for police 
traffic cells to. Goa government has invested the tax payer's money to purchase 
INTERCEPTORS. Sorry to say that these only detect helmet less riders, And the 
mode they use to stop the evading riders on Highways is their football playing  
skills  , resulting in severe accidents which could be translated into deaths. 
Ex. The case of Interceptor NO.4 at Porvorim on May 21 2008
 

 

  4.. CIVILIAN SERVICES BOARD: The police force must be brought under the 
'CIVILIAN SERVICES BOARD' where this board shall be responsible for  
over-seeing the conduct of the police department including 
recruitment/transfers of its personnel.
 

  5.. PUBLIC RELATIONS BUREAU: Police Headquarters must be installed with a 
PUBLIC RELATIONS BUREAU handled by a capable police officer who will not only 
improvise and/or improve the public relations at the police HQ but will also be 
responsible to set up PR- desks at all Police stations. Presently, and as 
always, our public relations in general is ZERO. That Goa police  must excel 
with at least 80% if not a 100% in Public Relations is a  foregone conclusion 
since Goa  is a world acclaimed  tourist destination.  Therefore, building and 
maintaining the police-public confidence is super-most  and essential
 

. 

  6.. GOOD MANERISM: ASpecial training programmes must be designed to train 
police personnel in matters of  good mannerism, handling of telephone 
instrument and/or the wireless system; public psychology (including mob 
psychology) and  techniques to handle mobs, demonstrations and morchas that are 
likely to become violent,  without resorting to unnecessary violence.
 

  7.. IOs  Investigating Officers (IOs)  in criminal cases must be held 
accountable for shoddy/poor or unsatisfactory investigations resulting in cases 
being dismissed by Courts.  These must be taken into account at the time of 
considering promotions.
 

 

  8.. NIGHT PATROL - DEBRIS :  Chronic absence of police on regular beats and 
patrolling during the night hours must be addressed on a war footing. Apart 
from crimes like robberies etc being committed, lawlessness reigns high with 
vehicles such as tempos and trucks dumping debris and garbage on unsuspectingly 
clean roadsides by night. 
 

  9.. HOAX FINANCIAL OTHER INSTITUTIONS: Police department must start a 
vigilance cells to detect hoax financial institutions (NBFCs) advertising and 
operating from hotel rooms. Also to control the chronic proliferation of sales  
persons doing unchecked door to door rounds.
 

 

  10.. FOREIGN NATIONALS - EXCLUSIVE CLUBS: No foreign national on tourist visa 
must be allowed to overstay or indulge in business activities not compatible 
with the visa held.
 

 

  11.. ILLICIT TRADES: Watch on the conduct of illicit trades such as 
prostitution through massage parlors etc; drugs, liquor adulteration, 
pedophilia, fictitious recruitment agencies supposed training centers. Police 
personnel known to be  collaborating with such persons must be dismissed from 
service. 
 

  12.. ILLEGAL CONSTRUCTIONS ON SATURDAY/SUNDAY: Police, when contacted of 
Saturdays or Sundays with complaints of illegal constructions, must visit the 
site in question and ask for the relevant permission/license or NOCs issue by 
relevant authorities. If the concerned party is unable to produce the same, the 
structure/s must be demolished straight-away and the party booked appropriately.
 

 

  13.. PRIVATE SECURITY PERSONNEL: Police department must find ways and means 
to initiate training of Private Security Personnel preferably under a retired 
police officer. 
 

  14.. POLICE VIGILANCE CELL MUST REALLY BE VIGILANT AND SHOULD NOT BE A 
SLEEPING CELL SO THAT CRIMES YET NOT COMMITTED MAY BE DETECTED AND PREVENTED 
FROM TAKING PLACE. THIS CELL MUST KEEP ITS EYE ON ITS SISTER DEPARTMENT WHICH 
IS THE POLICE DEPARTMENT ITSELF AND ALSO ON OTHERS SUCH AS EXCISE, RTO, 
IMMIGRATION,  ETC. WHERE BRIBE-TAKING AND CONDONNG OF CRIMINAL CONDUCT IS 
MERRILY  OVERLOOKED.
 

 

  15.. SEIZED ARTICLES/CASH: What system does the Goa Police follow to account 
for the cash and other items such as drugs etc. seized? We often read in the 
newspapers that drugs worth so and so have been destroyed.
 

 

  16.. And finally,  The feud between the Police and the Goa State Police 
Complaint Authority - GSPCA has started spilling out in the public arena and 
this must not be allowed to exacerbate. I have mentioned above that the 
vigilance cell must keep an eye on the police. But  this must be done solely to 
maintain proper  law and order without crossing sensitive boundaries which 
would amount to unnecessary interference in the working of both the agencies. 
If this happens, the only loser will be the general public.
